I can't answer your ? But a Holly regulator #12-804 is factory set at 2.7 psi. You can adjust it from 1 to 4 psi. If your looking for 7 psi you need #12-803. In rebuild kit 12-807 red spring for 804, silver spring for 803. Just trying to help= 01h

Thanks. It did have two springs and was using the high pressure one. Ended up swapping out regulators and is working fine now. Not sure what was wrong with the other regulator.

The regulated psi is in direct conflict with float level psi exerted against the seat as to its limitations! In other words volume can be compromized by pressure settings as is the float level! A up in psi does change float level setting and thus jetting is affected by the ease of draw of the fuel up and over before getting into the engine! The same is said of the amount of vacuum pullin in and there too the mixture at said idle speeds to air in voluum in throttle opening to the mixture screws! A fine tune of all has to be addressed as to the tune of crispness of responce! I do not ever let a power valve help control my carb settings or responce to get the effects I desire in a full master tune to achive the horses by being on the edge of lean!!! A bit over the top but just my thing in getting it done! Time in tune is my greatest game in life other than the love of a Godly woman in my life! A wicked thing in lean for 3 seconds of Nitrous like power when others lift is the key to 2 seconds faster than most per lap at times! Tune time well spent always down to air temps and moisture levels that control the release of the Hydrogen in the blast! Don't get me wrong-- I have no idea of such things but in thought in my head as to a country boys out-look on phyical operations of it all!!! As long as it works, I will use it to help all win more races as we have in the last 38 years! Just stop and apply simplisity to everything you do as I have!!!
