Circular welds is more for pipe fitters. It would make the weld on chassis to brittle as it is repeated hot and cold like the same as weaving does. Whipping is better, but personally a vertical uphand is the strongest on the sides of the frame, but takes lots of practice. I for one, wouldnt buy a chassis that kid welded on. I build all my own chassis' so im to blame if any welds fail, but then again i weld for a living. I also fab and weld all my friends cars too.

Nope. He is doing fine. Look at the toes(edges) of the welds. They are tied in like they should be. Does not matter if he does circles, weaves, or whips. It's strictly a personnal preference. Downhill is fine on thinner material like what is used to build chassis. Downhill is alkso easier to control and puts less heat in the parent metal.
